Dear Valued Patients,
I have come to the difficult decision to step away from my orthodontic practice in order to retire and spend time with my family and grandchildren. Originally born and raised in San Diego, I have had the pleasure of crafting smiles here for the last 31 years. I have enjoyed treating each and every one of you, with some of my patients growing up, having children of their own, and returning to treat them. It is hard to say goodbye, but I have to think of what is best for my family as I have many things to see and relationships to build.
To maintain the continuing care of my friends and family, I have selected Dr. Joseph Phillips to transition into our practice. He is caring, enthusiastic, and a meticulous orthodontist. His goal is to continue the high quality of care for which you have been receiving. I have every confidence that he will meet or exceed your expectations.
Dr. Phillips received his dental training in San Francisco at the University of the Pacific and came here to San Diego last year to be close to his parents and family. His specialty orthodontic training brings expertise in the latest technology and appliances, including clear aligners and early (phase 1) treatment.
In order to maintain the highest standard of patient care and a smooth transition, I will be in the office with Dr. Phillips for some time to see patients together, and say goodbye. I am so appreciative of your trust and support, and grateful for the many relationships I formed through the years with my wonderful patients.
Dr. Phillips grew up in Cedar City, Utah among the red rocks and attended Southern Utah University graduating with a Bachelor’s degree in Chemistry. Dr. Phillips attended the University of the Pacific’s Arthur A. Dugoni School of Dentistry for both his Doctor of Dental Sciences (DDS) degree as well as his advanced orthodontic residency and Master’s degree. Dr. Phillips is an orthodontic specialist but also brings with him experience as a general and restorative dentist having practiced in Dublin, CA prior to residency. His unique experience as an orthodontist with a history of practicing general dentistry helps to shape his holistic approach to oral health.
While at University of the Pacific for dental school, Dr. Phillips served as the ethical committee chairperson and performed foundational research into the school’s ethical process which ultimately led to changes in the reporting and review policies at the University. During his orthodontic residency his research focused on early orthodontic treatment and the psychological benefits to our youngest patients.
His tenure at the University of the Pacific provided Dr. Phillips an opportunity to give back to the community. While there he led an organization that provides education and oral health screenings at community health fairs or pop up events called SCOPE. He enjoyed volunteering his time to CDA Cares which is a semi-annual event that provides dental treatment free of charge to anyone in need. These volunteer experiences taught him the importance of having a healthy mouth and a confident smile.
Dr. Phillips (then known as Joseph) met his wife while was an undergrad and they have two beautiful children, ages 5 and 7, and have fallen in love with everything that California has to offer. When Dr. Phillips isn’t at the office crafting beautiful smiles, you can find him spending time with his family outdoors biking, hiking, or camping. Mrs. Phillips is an enthusiastic baker and together they enjoy baking and going through cookbooks after the kids go to sleep.

For a time, Dr. Pulsipher will remain in the office to introduce Dr. Phillips personally, so you may see both doctors at your upcoming visits.
